Key personnel from Telesforo interface with FEMA and State representatives to submit ongoing reporting, facilitate change order adoption, initiate closeout tasks, and provide documentation to finalize closeout ready versions. Key personnel from Telesforo also lead FEMA negotiations, participate in FEMA site inspections, work with designers to develop mitigation options, and develop large Category A & B projects.

Telesforo is providing Subject Matter Expert advisory services on public housing redevelopment Rental Assistance Demonstration (RAD) Conversion projects in the U.S. Virgin Islands. We provide policy advisory support and background program knowledge to aid in development of scoping documents and estimated funding timelines. 

Our team is also supporting the development of a $22M 404 HMGP project, reconciling eligible scopes of work, tracking funding and expenditures by funding source (FEMA PA, FEMA 404 HMGP, CDBG-DR, Non-Federal), producing FEMA Public Assistance, FEMA 404 HMGP, and CDBG-DR reimbursement request packages, and reviewing and validating construction cost estimates.

The Millennium Challenge Corporation (MCC) is an innovative foreign assistance program designed to reduce poverty by promoting sustainable economic growth.  MCC, a U.S. government corporation, is based on the principle that aid is most effective in countries that promote good governance, economic freedom, and investments in people.

MCC and its partners manage significant amounts of money on behalf of the U.S. taxpayers and the governments and citizens of MCC partner countries. Telesforo was selected to assist MCC in identifying, preventing, and mitigating risks caused by fraudulent and corrupt practices. 

Following the unprecedented Hurricanes Irma & Maria in 2017, the Telesforo team deployed to the U.S. Virgin Islands as key members of the technical support contract staff, working on behalf of the Virgin Islands government.  

Our team developed FEMA Public Assistance Projects for various agencies, including: the Board of Education, Department of Agriculture, Department of Property and Procurement, Department of Sports, Parks, and Recreation, Department of Health, Economic Development Authority, Public Broadcast System, Virgin Islands Housing Authority, Virgin Islands Housing Finance Authority,  

Telesforo provided engineering and construction management consulting expertise and assisted DPW with managing the design and construction of roughly $1.2 billion in various roadway projects throughout the Territory.
